We have collaborated with Romania.in developing an Implementation Assistance Programme to provide information and assistance to States Parties in need. " Ambassador Eric Javits, U.S. National Statement at the 9th Conference of States Parties, November 29, 2004 On November 27, 2004, the United States and Romania introduced an Implementation Assistance Programme (IAP)1 to assist States Parties establish a National Authority and administrative measures to implement the CWC's declaration and export/import requirements. The IAP is available electronically and as an instructional manual 2. Romania and BIS jointly host an IAP website, http://iap.cwc.gov, which contains executable and Adobe Acrobat files of version 1.1 of the IAP. The website also contains quick links to sections of the IAP manual and contact information for the Romanian National Agency for Export Controls, U.S. National Authority and Organisation for the Prohibition of Chemical Weapons. 1 The IAP Overview Presentation is also available in PowerPoint (PPT).
