Per Section 711.7(b)(iv)(B) of the Chemical Weapons Convention Regulations, your company is responsible to immediately notify the Bureau of Industry and Security (BIS) whenever a Web-DESI user leaves the employ of the company or otherwise ceases to be authorized by the company to submit declarations and reports electronically on its behalf. Accordingly, your facility, plant site or trading company must promptly inform BIS to modify an employee's Web-DESI access privileges. This action is used when your company would like to change a user's permission for viewing, editing and/or submitting declarations/reports.

You may also request to remove certain user rights associated with specific USC number(s) while maintaining the user's access to other USC-numbered plant sites that have Web-DESI accounts.

You may notify BIS via letter, courier, fax or e-mail.

Note: If you would like to delete the user entirely from accessing the Web-DESI application, see the Removal Procedures.

In order to ensure that your request is handled without delay, it is important that your notification contain all of the following information:

  1. USC number(s) of the specific plant site(s) for which the user(s) will be removed from Web-DESI access.
  2. Plant site name.
  3. Name of user(s) whose access is being modified.
  4. Old access permission.
